Job Description

To further support the US Coast Guard, THOR has an opening for USCG PRO Gulf Coast at Pascagoula, Mississippi. The position, under the task assignment of the PROGC Logistics Manager/TAM, shall assist in the planning, coordination, review, development, integration, and execution of logistics and lifecycle sustainment strategies. The tasking includes, but is not limited to the following IPS elements and tasks: 

  • Supply Support
  • Maintenance Planning & Management
  • Packaging, Handling, Storage, & Transportation
  • Technical Data
  • Training & Training Support
  • Support and Test Equipment
  • Provide assistance in technical oversight for the shipbuilder’s execution of logistics CDRL development. Determine shipbuilder compliance with applicable NSC contract requirements. Document and report discrepancies to the assigned Task Manager and/or COR for documentation in the contract history file.
  • Assist PROGC in the management of all baselines associated with surface asset acquisition, including functional, allocated, and product baselines.
  • Provide logistics Configuration Data Management (CDM) and Configuration Status Accounting (CSA) support to PROGC by evaluating the configuration statuses of production assets, ensuring applicable logistics documentation, and technical and design specifications are consistent with the as-built configuration, and approved baselines.
  • Assist PROGC with all phases of the Cutter material load-out evolution, which includes, but is not limited to: interfacing with USCG and Shipbuilder warehouse personnel; attending pre load-out meetings; facilitating material inventories; recording and cataloging material transfer documents; and oversight of material load-out.
  • Establish and maintain effective communication and liaison with various process groups; particularly, USCG technical authorities, PROGC IPT, the Shipbuilder’s Logistics and Warehouse personnel, and Pre-Commissioning (PRECOM) Cutter’s Force.
  • Participate in Government review processes to track and report on configuration change management developments including Diminished Manufacturing Sources (DMS), Engineering Change Proposals (ECPs), Waterfront Changes (WFC), and Minor Change Notices (MCN).
  • Identify, track, and report changes to supply support products, and provide PROGC with recommendations for alternative solutions using the Allowance Change Request (ACR) process.
  • Assist in the review of Contractor Furnished Equipment (CFE) incremental buy lists to ensure outfitting goals are met.
  • Assist in the review GFM buy lists to ensure compliance with established allowances.
  • Identify problem areas, recommend solutions, and assist in resolving problems associated with lifecycle logistics processes.
  • Support logistics conferences, ILS Management Team Meetings (ILSMT), Technical Interchange Meetings (TIM), and production milestones as assigned.
  • Participate in the development of data submittals in response to assigned TAM/COR tasking.
  • Maintain PROGC Microsoft Office Suite Logistics tracking files
  • Identify problem areas, recommend solutions, and assist in resolving problems associated with lifecycle logistics products and processes.
  • Support logistics conferences, ILS Management Team Meetings (ILSMT), Technical Interchange Meetings (TIM), and production milestones as assigned.
  • Provide production and post-delivery logistics support to USCG stakeholders
  • Provide surge support not to exceed 80 hours, as required to accomplish NSC Material load-out efforts

Tasks include the following:

  • Having technical experience with a minimum of four years progressive experience in the application of military configuration management policies and procedures (i.e. MIL-HDBK-61A (SE), MIL-STD-973, NAVSEAINST 4130.12B, COMDTINST M4130.6B).
  • Demonstrated intermediate level knowledge in the administration and maintenance of Microsoft Office Access databases.
  • Minimum of two years experience in the conductance of configuration audits/validations.
  • Minimum one year experience in the application of data management processes.
  • Demonstrated general knowledge of Hull, Mechanical, and Electrical shipboard systems.
  • Demonstrated general knowledge of the 12 IPS elements and how they interrelate with CM principles

Security Clearance Requirements:

  • A SECRET Clearance is required for this position.

Required Knowledge, Skills, and Abilities:

  • Proficient with MS Word, Excel, PowerPoint, Share Point and MS Outlook other software/tools provided on the Coast Guard Standard Workstation and provided for a specific position.
  • A minimum of eight (8) years progressive experience in the development and oversight of CM/IPS elements in an acquisition environment.
  • Qualified candidates must have the ability to attain a SECRET clearance. 

Travel Requirement

  • Less than 10% travel.
