Job Description

To further support the US Coast Guard, THOR has an opening for USCG PRO Gulf Coast at Pascagoula, Mississippi. The Contractor shall provide CM support in the planning, coordination, review, development, integration, and execution of NSC Program and PROGC CM strategies. Designated TAM for this task is PROGC V&V Specialist.

CM support includes, but is not limited to the following tasks:

  • Perform CM tasking as assigned by V&V Specialist/TAM. Specific tasking within this section (4.3.1) may be shifted among the CM support personnel as necessary, to meet PROGC CM needs.
  • Support PROGC V&V Specialist/TAM by coordinating and generating comments on Engineering Change Proposals (ECP), Waterfront Changes (WFC), Requests for Waiver (RFW), Request for Deviation (RFD), Minor Change Notices (MCN), and Diminished Manufacturing Sources (DMS). Provide to TAM prior to weekly CMB meeting.
  • Identify problem areas, recommend solutions, and assist in resolving problems associated with CM lifecycle management and planning.
  • Function as PROGC Configuration Management Board (CMB) recorder.
  • Provide assistance in the management of Engineering Change (EC) artifacts submitted by the shipbuilder, and present to the CMB. EC artifacts include, but are not limited to:
    • Engineering Change Proposal (ECP)
    • Waterfront Change (WFC)
    • Request for Deviation (RFD)
    • Request for Waiver (RFW)
    • Minor Change Notice (MCN)
  • Record and prepare weekly CMB meeting minutes, and provide to the TAM and PROGC PMR for approval.
  • Ensure that all CMB reviewed RFWs/RFDs receive Independent Gov Cost Estimates (IGCE) to support liens on the applicable Cutter’s DD Form 250, Material Inspection and Receiving Reports.
  • Conduct reviews of engineering drawings and specifications associated with CDRLs and engineering changes to ensure technical accuracy.
  • Conduct ship checks to validate engineering drawings and specifications associated with CDRLs and engineering changes to verify configuration.
  • Provide assistance in technical oversight for the shipbuilder’s execution of CM and engineering contract deliverables related to contract modifications. Determine shipbuilder compliance with applicable NSC contract requirements. Document and report discrepancies to the assigned TAM for documentation.
  • Provide oversight in the development of innovative CM process, improvements, and solutions.
  • Review contract requirements, schedules, statuses, and performance to ensure project CM goals and contract modifications can be achieved.
  • Provide CSA support to PROGC by entering and tracking the statuses of all engineering changes PROGC responsibility.
  • Assist in the review of contract documents associated with ECs to ensure supporting data is updated in accordance with the technical specifications.
  • Review contract modification request packages to ensure requirement, guidance, and reference documents are developed in accordance with established PROGC processes and are ready for CMB review.
  • Assist PROGC with validation of Trial Cards reported by the contractor to be corrected.

Security Clearance Requirement:

  • Must be able to obtain and maintain a SECRET clearance.

Required Knowledge, Skills, and Abilities:

Qualifications for Logistician – Configuration Management support are:

  • A minimum of eight (8) years progressive experience in the development and oversight of CM/IPS elements in an acquisition environment.
  • A minimum of four years progressive experience in the application of military configuration management policies and procedures (i.e. MIL-HDBK-61A (SE), MIL-STD-973, NAVSEAINST 4130.12B, COMDTINST M4130.6B).
  • Must have have intermediate level knowledge in the administration and maintenance of Microsoft Office Access databases.
  • Must have a minimum two years experience in the conductance of configuration audits/validations.
  • Must have a minimum one year experience in the application of data management processes.
  • Must possess general knowledge of Hull, Mechanical, and Electrical shipboard systems.
  • Must possess general knowledge of the 12 IPS elements and how they interrelate with CM principles.
