Job Description

To further support the US Coast Guard, THOR has an opening for USCG PRO Gulf Coast at Pascagoula, Mississippi. The Contractor, under the task assignment of the PROGC Logistics Manager is designated as Key Personnel, and shall assist in the planning, coordination, review, development, integration, and execution of IPS and lifecycle sustainment strategies.

The tasking includes, but is not limited to the following IPS elements and tasks:

  • Supply Support
  • Maintenance Planning & Management
  • Packaging, Handling, Storage, & Transportation
  • Design Interface
  • Technical Data
  • Training & Training Support
  • Support and Test Equipment
  • Provide assistance in technical oversight for the shipbuilder’s execution of logistics CDRL development. Determine shipbuilder compliance with applicable NSC contract requirements. Document and report discrepancies to the assigned Task Manager and/or COR for documentation in the contract history file.
  • Distribute Shipbuilder provided logistics CDRLs to the USCG matrix review team. Track review statuses, and report statuses to PROGC Logistics Lead/TAM as required.
  • Assist PROGC in the management of all baselines associated with surface asset acquisition, including functional, allocated, and product baselines.
  • Provide logistics Configuration Data Management (CDM) and Configuration Status Accounting (CSA) support to PROGC by evaluating the configuration statuses of production assets, ensuring applicable logistics documentation, and technical and design specifications are consistent with the as-built configuration, and approved baselines.
  • Record Government review and approval processes to track and report on configuration change management developments including Diminished Manufacturing Sources (DMS), Engineering Change Proposals (ECPs), Waterfront Changes (WFC), and Minor Change Notices (MCN).
  • Identify, track, and report changes to supply support products, and provide PROGC with recommendations for alternative solutions using the Allowance Change Request (ACR) process.
  • Assist in the review of Contractor Furnished Equipment (CFE) incremental buy lists, material proposals, and development of Technical Evaluation Reports (TER) in support of program goals.
  • Interface with USCG and USN technical authorities to ensure Government Furnished Information (GFI) reflects the as-built configuration of Navy Type/Navy Owned (NT/NO), and Navy Type/Coast Guard Owned (NT/CGO) equipment installed onboard NSC(s).
  • Review GFM buy lists to ensure compliance with established allowances.
  • Maintain PROGC Microsoft Office Suite Logistics tracking files.
  • Provide input to, and evaluation of, risk management efforts to include risk planning, identification, analyses, and mitigation activities.
  • Establish and maintain effective communication and liaison with various process groups; particularly the USCG technical authorities, USCG NSC Program Management Office (PMO), USN representatives, PROGC IPT, the Shipbuilder’s Logistics management, and Pre-Commissioning (PRECOM) Cutter’s Force.
  • Identify problem areas, recommend solutions, and assist in resolving problems associated with lifecycle logistics processes.
  • Support logistics conferences, ILS Management Team Meetings (ILSMT), Technical Interchange Meetings (TIM), and production milestones as assigned.
  • Provide production and post-delivery logistics support to USCG stakeholders.
  • Participate in the development of data submittals in response to assigned Task Assignment Manager/COR tasking.
  • Provide subject matter expertise toward the development of innovative logistics process improvements and solutions.

Job Requirements

Security Clearance Requirement:

  • Must have the ability to obtain and maintain a SECRET clearance

Required Knowledge, Skills, and Abilities:

  • Must have a minimum of 14 years experience in the development and management of life cycle logistics products in a major acquisition program.
  • Qualified candidate(s) shall possess expert level experience in the application of acquisition or lifecycle logistics principles and be capable of the following:
    • Developing logistics requirements for complex programs.
    • Providing strategic advice, technical guidance, and expertise to program and project staff
    • Providing detailed analysis, evaluation, and recommendations for improvements, and optimization of acquisition and lifecycle logistics products and processes
  • Qualified candidate(s) shall have intermediate level knowledge of USN or USCG GFE & GFI processes
  • Qualified candidate(s) shall have experience in the development of comparative data
  • analyses using specialized queries within Microsoft Office Access.
  • Qualified candidate(s) shall have experience in the application of logistics configuration management processes.
  • Qualified candidate(s) shall have three years experience in Government material procurement processes and regulations
  • Qualified candidate(s) shall posses a general working knowledge of Packaging, Handling, Storage, & Transportation (PHS&T) as it relates to warehouse operations
