Job Description

THOR Solutions is actively seeking a Naval Project Support Engineer with a diverse naval maintenance background. This position is in support of the Southwest Regional Maintenance Center. The Project Support Engineer will serve as an engineering liaison for the SWRMC Chief Engineer on all engineering matters for contracted maintenance oversight for assigned CNO availabilities. They will also provide the following services:

  • Provide highly skilled technical and engineering services for overseeing, planning, and resolving technical issues for repair and alteration of surface ships of the U.S. Navy.
  • Develop, adapt, modify, and/or improve engineering support processes where there is little or no precedent.
  • Perform work associated with complex engineering projects, tests, contract specifications, deviations, waivers, equipment and material substitutions, repair processes, drawing deficiencies, equipment malfunctions, and other fleet technical support requirements which require technical resolution prior to or during the maintenance, repair, and/or modernization of shipboard electrical, mechanical, electronic, hull, and combat systems/equipment.
  • Conduct independent engineering studies, investigations, research, and analysis for the solution of unusual or unprecedented engineering problems or in support of short and long-term engineering projects on assigned ships.
  • Prepare and support the development of engineering reports and correspondences related to specific work projects on assigned ships.
  • Initiate and implement process improvement initiatives.
  • Maintain status of initiatives and all associated reports and briefings to senior managers and outside agencies.
  • Maintain up-to-date knowledge of the latest process improvements in Public Shipyards and Private Industry.
  • Maintain a lesson learned file specific to the assigned ships for identifying problematic technical repair/maintenance issues.
  • Develop and coordinate technical training within the Engineering Department. Participate in departmental and divisional training assessments, surveys and evaluations.
  • Provide engineering/technical services during advance planning and planning phases.
  • Ensure timely review of applicable contractor work specifications verifying the technical requirements of tasking documents are met, naval standards are invoked, and final acceptance testing will validate work performed. Normally for critical systems this is accomplished by TMEs with delegated authority, and to some degree by SMEs in specific areas, but the PSE must ensure overall progress and interject where appropriate.
  • Attend all pre-availability planning meetings not conflicting with higher priority obligations. The PSE will assume a leading role in addressing technical issues and coordinating the resolution of technical authority issues.
  • Participate in IPTD events and provide necessary briefs at direction of Engineering Department and CHENG.
  • Ensure a records system of tasking documents, 2-Kilos, DFS, a listing of specifications reviewed, and documented comments forwarded for correction exists. Normally this is achieved by electronic databases maintained by the SWRMC IT Department (ESRs, LARs and Design Memos) or other Navy activity (EDFS). The PSE must be proficient in use of these systems and ensure their accuracy.
  • Provide engineering/technical services in support of ongoing waterfront production work at private contractor facilities. Serve as the principal point of contact for all engineering related technical issues between the Engineering Department, the Maintenance Team and other outside commands such as the Planning Yard, NAVSEA or the ISEAs.
  • Provide or coordinate resolutions for technical issues.
  • Provide technical evaluation and recommendations for contractor change proposals, growth, and new work.
  • Serve as a primary member of the Maintenance Team, and act as a liaison for the SWRMC CHENG as the technical authority point of contact to resolve all technical issues, coordinate TME and SME support when necessary, ensure non-conformances, DFSs, waivers and deviations are submitted to the LTA for approval, and provide for technical responses to contractor condition reports.
  • Track and report assigned planning yard on-site field personnel responsiveness and technical adequacy.
  • Ensure contractor prepared PCPs or other formal work packages used to guide contractor mechanics in accomplishment of critical repair processes are reviewed and approved by SWRMC Engineering. Normally this review is conducted by other SMEs and TMEs within the Engineering department and tracked by the ESR system.
  • Initiate LARs for situations outside the purview of Planning Yard representatives or other SMEs/TMEs.
  • Provide a technical point of contact for analysis during final acceptance testing, certifications and technical inspections.
  • Attend production meetings to assist and advise the MT in all matters concerning the repair and modernization of shipboard systems and equipment.
  • Assist the MT to identify acceptable material and/or equipment substitutions when material and/or equipment specified for installation are not available or delivery date cannot meet production schedule dates.
  • Provide coordination for the ship availability ERL closeout document to ensure all technical related documents have been properly answered and/or adjudicated.
  • Assist the ITE with key event and availability certification.
  • Attend MMPR to review applicable ship lessons learned.
  • Provide input to the PM for availability award fee discussions
  • Provide engineering and technical services and functional tracking/reporting in support of maintenance and repair periods not associated with CNO availabilities. The contractor must accomplish the following services:
    • Initiate/track/coordinate responses to adjudicate DFSs and/or ESRs ensuring timely and cost-effective responses.
    • Serve as the Maintenance Team contact for coordinating FTA associated with CASREPs or routine assistance.
  • Provide technical support and support coordination during critical reporting periods such as surge deployment preparation or INSURV. Specifically:
    • Coordinate monitor and track status of FTAs.
    • Provide reports of status and results of FTAs during critical meetings and reporting periods.
    • Attend production and status meetings when ships are of significant fleet interest.
    • Identify/report status and resolution of technical issues and/or FTAs in preparation for INSURV ship inspections, functional checkouts, and demonstrations of critical equipment
  • Perform special engineering analysis and studies either in support of NAVSEA or ISEAs for developing or evaluating improvements in design, maintenance procedures, material, etc. These studies will generally be assigned based on an individual PSE’s technical expertise and experience. The PSE may be requested to participate in select technical teams assembled for resolving specific major deficiencies of shipboard equipment
  • Serve as a member of an embedded Project team during a CNO availability either onboard the naval vessel or at private contractor facilities to expedite SWRMC review of applicable contractor work specifications, ensure timely review of engineering/technical services in support of ongoing waterfront production work.
    • Serve as a member of the onsite team and principal point of contact for resolving all engineering related technical issues between the SWRMC Engineering Department, the Maintenance Team and other outside commands such as the Planning Yard, NAVSEA or the ISEAs. Provide or coordinate resolutions for these technical issues.
    • Provide technical evaluation and recommendations, upon government review, for contractor change proposals, growth, and new work.
    • Serve as a primary member of the Maintenance Team, and act as a liaison to the SWRMC CHENG as the technical authority point of contact to resolve all technical issues, coordinate TME and SME support when necessary, ensure non-conformances, DFSs, waivers and deviations are submitted to the LTA for approval, and route and ensure timely technical responses to contractor condition reports.
    • Track and report responsiveness and technical adequacy of planning yard on-site field personnel.

Job Requirements

Security Clearance Requirement:

  • An Active Secret Clearance is required for this position.

Required Knowledge, Skills and Abilities:

  • At least ten (10) years of technical experience with engineering systems or Bachelors Degree in Engineering/Computers and six years of experience.
  • Navy Maintenance Background
  • Excellent communication and analytical skills; working knowledge of computer systems and integrated software application programs.
  • Familiarity with CNO Availabilities
  • Ability to resolve complex maintenance issues involving availabilities
