THOR Solutions, LLC (THOR) has an opportunity for a Proposal Coordinator in Arlington, VA. The ideal candidate is a self-starter, intrinsically motivated, and has the ability to work effectively and efficiently as both an individual and member of the team in a fast paced rapidly growing organization. This individual will engage with THOR’s senior leadership on a daily basis and be responsible for the full scope of Proposal Coordinator, which includes, but is not limited to, the roles and responsibilities detailed below:

 

  • Report directly to the Vice President of Business Development and support a MAC IDIQ Bid and Proposal Cell as a component of the business development organization while interfacing extensively with Proposal Managers, Division Managers, Technical Subject Matter Experts, Contracts, Pricing, Recruiting, Human Resources, and Security, as well as the company’s senior leadership team.
  • Support Proposal Managers and other key stakeholders in planning, preparing, and developing compliant and compelling bids and proposals as responses to RFPs in support of defense and civilian agency clients.
  • Support Proposal Managers and other key stakeholders in bid and proposal development by developing kick off packages and templates, issuing and managing data calls and action items to closure both internally and externally, and ensuring compliance with formatting requirements.
  • Maintain configuration control and electronic records of all proposal documents and coordinate activities in parallel and in sequence as required by established bid and proposal development processes and procedures.
  • Support development of pre-proposal planning activities, including scheduling, briefing, and resource planning requirements in coordination with Capture Managers, Division Managers, and Proposal Managers.
  • Coordinate technical writing and graphics development with technical experts and volume leads.
  • Coordinate assembly, production, and Color Team Reviews of the bid and proposal with the Proposal Manager and internal and external stakeholders to drive iterative improvement through the process.
  • Support development of writing for technical approach, technical experience, past performance, key personnel resumes, organizational chart, staffing plan, management plan, transition plan, and quality assurance/quality control requirements per solicitation specifications to ensure compliance.
  • Support concept development, ghosting, storyboarding, outlining, drafting, writing, review, revision, and editing of content for all components of the bid and proposal to drive integration and alignment across all elements of the submittal package and ensure bids and proposals are compliant and compelling.
  • Ensure compliance with all solicitation requirements and with THOR’s formats and standards, including all Government instructions pertaining to bid preparation and submission guidelines.
  • Drive schedule compliance with all internal milestones per the bid and proposal development schedule in alignment with established priorities and direction from the Proposal Manager regarding data calls, writing inputs, color team reviews, and approval milestones.
  • Conduct data gathering, mining, and analysis to identify, assess, and report trends and propose way ahead.
  • Enter and monitor tracking data, coordinate requirements with contributors, and provide bid and proposal status information for daily meetings.
  • Gathers proposal information by identifying sources of information, understanding the full prime and subcontract portfolio of partners and/or competitors, and coordinating preparation, release, and completion of data call requirements with prime and/or subcontractor partners; conduct integrated analysis to identify, assess, and close gaps if/as identified.
  • Engage company and teammate technical subject matter experts to ensure technically accurate, compliant, and compelling proposal narratives are developed and integrated throughout the entire proposal package.
  • Develop, maintain, and update the company’s templates and frameworks for bid and proposal development.
  • Create historical repositories in company utilized information and data management systems.
  • Serve as proposal coordinator for multiple prime and sub bids and proposals in parallel in a high-volume, quick-turn, quality centric environment while deliberately identifying, managing, and mitigating risk.
  • Develop and maintain currency in company’s technical offerings, experience, past performance, and messaging to ensure competitive advantage is clearly articulated, communicated, and documented in all relevant documentation presented to industry partners and clients.
  • Participate in ongoing continuous improvement/hot wash events for the proposal development process.
  • Ensure protection of proprietary data throughout the bid and proposal development process.
  • Effectively and efficiently support and complete other duties as assigned.

Job Requirements

Security Clearance Requirement:

  • A security clearance is not required for this position.

Required Knowledge, Skills, Abilities, & Experience:

  • BA/BS or other undergraduate-level degree plus 2 years of demonstrated experience coordinating and writing Federal Government bids and proposals in response to competitively solicited procurements from the defense and federal civilian agency domain in a defined proposal role is required. Additional years of experience may be substituted for degree.
  • Demonstrated experience in proposal coordination, project management, and coordinating large teams comprised of both internal and external stakeholders, including subcontractors, in geographically dispersed locations, is required.
  • Demonstrated experience in the proposal development life cycle, including understanding of Shipley or other well-established proposal development processes and procedures is required.
  • Demonstrated ability to work efficiently in a fast paced results driven environment while coordinating and executing multiple high visibility requirements while maintaining poise, diplomatic tact, and the highest level of ethical standards and professionalism is required.
  • Demonstrated success in bid and proposal development as an individual contributor and as a member and/or leader of a broader bid and proposal development team is required.
  • Demonstrated experience and success in a high producing bid and proposal development organization is required, preferably in a MAC IDIQ Bid and Proposal Cell.
  • Demonstrated experience with large GWACs and MAC IDIQs at both the MAC and Task Order level is desired.
  • Demonstrated experience supporting Capture Managers and integrating the capture and proposal development phases to ensure proposal readiness is required.
  • Demonstrated sound judgment when under pressure from difficult deadlines while effectively navigating emergent ambiguous circumstances is required.
  • Demonstrated experience working in close coordination with line/operations, human resources, security, contracts, pricing, and technical experts in support of bid and proposal development requirements is preferred.
  • Demonstrated experience in translating thoughts into actions through concise and effective written and oral communications is required.
  • Demonstrated experience writing and editing bid and proposal narratives is required.
  • Demonstrated experience setting priorities, coordinating and managing deadlines, and responding to shifting priorities while ensuring schedule compliance and without compromising bid and proposal quality is required.
  • Currently, anticipated travel is approximately 20% or less.
