Job Description

To further support the US Coast Guard, THOR has an opening for USCG PRO Gulf Coast at Pascagoula, Mississippi. This position will provide PROGC QA support to assist with PROGC surveillance of Shipbuilder production efforts. The TAM for QA Support is the QA Director. QA support includes, but is not limited to, the following tasks:

  • QAS personnel shall complete PROGC Surveillance Personal Qualification Standard within 90 days.
  • Perform surveillance of NSC production and shipbuilder deliverables per PROGC Surveillance Plan to ensure contractor compliance with contract requirements, program goals, and shipbuilder Quality Management System in order to prevent defects and/or document non-compliance for correction and preservation of government entitlement at delivery.
  • Perform Preservation and Preventive Maintenance inspections (P&PM), electrical and cable inspections, structural and welding inspections, compartment completion inspections, and witness system and hydrostatic testing as assigned.
  • Draft Quality Deficiency Records (QDRs) and Corrective Action Requests (CARs) as required.
  • Support QA surveillance activity associated with Hull, Mechanical and Electrical (HM&E) systems issues, as assigned.
  • Participate as member of assigned Integrated Product Team (IPT).
  • Conduct Drawing reviews as assigned.
  • Conduct ship checks to validate rollover trial cards.
  • Respond to inspection call-outs within respective IPT and as assigned by the PROGC QAD.
  • Complete data entry of inspection results.
  • Develop and maintain working relationship with PROGC Engineering Production, Test, Logistics and Data manager.
  • Develop and maintain a working relationship with the Shipbuilder’s QA staff, and Ships management (boat foreman) staff.
  • Validate Shipbuilder Quality Management System (QMS) process compliance using assigned checklists.
  • Complete quality tasks assigned by the PROGC QA TAM.
  • Provide USCG coverage of stage 2-5 testing as assigned.
  • Provide USCG quality assurance and oversight during equipment installation, system grooming, alignment, light off, and testing.
  • Participate in builders dock and sea trials as assigned.
  • Provide quality assurance support in developing HM&E equipment/system Root Cause Failure Analyses.
  • Document design, installation, and testing deficiencies through formally established USCG reporting procedures.
  • Support program reviews as required.
  • Provide surge support not to exceed 400 hours, as required to support contract milestones.

Tasks include the following:

  • Technical experience in performing or overseeing machinery and equipment installation, equipment and systems testing and trials in a shipbuilding acquisition environment.
  • Demonstrated knowledge of military and industrial standards used in the design of marine machinery.
  • Technical experience in the development of Navy Ship Alterations or USCG Engineering Changes.

Security Clearance Requirements

  • A SECRET Clearance is required for this position.

Required Knowledge, Skills, and Abilities

  • Proficient with MS Word, Excel, PowerPoint, Share Point and MS Outlook other software/tools provided on the Coast Guard Standard Workstation and provided for a specific position.
  • A minimum of six (6) years experience in HM&E systems obtained through journeyman craft or quality assurance experience in the construction of U.S. Navy surface combatants or Coast Guard Cutters.
  • Qualified candidates must have the ability to attain a SECRET clearance.

Travel Requirement

  • Less than 10% travel.
