Job Description

THOR Solutions is actively seeking a highly motivated individual in support of US Coast Guard Fast Response Cutter (FRC) program (CG-9324). The FRC Program is in the Produce/Deploy/ Support phase of the acquisition process. The FRC Program has delivered over 24 cutters with a program of record of 58 cutters. The fast response cutter is a new Coast Guard patrol boat that is capable of deploying independently to conduct missions that include port, waterways and coastal security; fishery patrols; search and rescue; and national defense.

In this position the candidate will:

  • Coordinate and assist the FRC Program with all technical and engineering efforts required for the successful day to day activities of the program.
  • Maintain a current and complete log of all intended design modifications, listing the primary system, affected systems, potential or named engineering contractors, contractors’ points of contact, U.S. Navy Participating Acquisition Resource Managers (PARMs)/Servicing Agencies information, intended installation windows, hull applicability and maximum equipment lead times.
  • Conduct studies and analyses, such as weight studies, arrangement studies, distributed system checks, electrical load analysis updates, and safety/human factor engineering studies to better determine the complete scope of performance, configuration, and ILS impacts of the EC/TCTO and to refine the associated cost estimates and change forms.
  • Conduct a review of all technical and logistics CDRL deliverables including technical drawings, technical reports, maintenance and support documents, and vendor technical publications.
  • Analyze and compare technical and logistics deliverables to the technical requirements of the FRC Program and provide recommendations to Government personnel with regard to deliverable compliance.
  • Provide engineering support in the analysis of all technical issues and design challenges pertaining to all ship systems; participate in any meetings or discussions related to technical issues or design challenges, providing technical feedback or recommendations as requested by the Government; provide independent analyses of issues as directed by the COR (such analyses shall assess the root cause, proposed solutions or corrective actions and identify the associated risk).
  • Analyze technical reports from third party design validation sources and make recommendations to the Government regarding the thoroughness of the report and compliance with the FRC Program requirements.
  • Provide all analysis feedback through generated Design Review Reports delivered to the Government for review and acceptance or by posting comments in the COMDT (CG-93) Integrated Digital Environment (IDE) hosted by the Naval Systems Engineering Resource Center (NSERC); use the Government provided Design Review Report template to submit comments and recommendations for Government review.
  • Communicate and participate in IPTs and working groups with Navy entities in support of the program.
  • Assist in the review and analysis of technical data to assure conformance to operational and contractual specification requirements and make recommendations to the Government as to whether the technical data submissions invoking any limited rights data rights or restricted software rights are properly marked and asserted.
  • Assist in the review/or preparation of acquisition documents such as SOWs and specifications for external activities.
  • Support the program office during planning, proposing, executing and coordinating the review of the shipbuilder’s deliverables and design products including providing provisioning engineering support to ensure that initial provisioning reflects proper maintenance and support philosophies.
  • Support the program office by conducting the following studies: impact, cost, trade-off and lessons learned. The Contractor shall develop reports from those studies that identify the results of the studies and propose potential resolutions to risks identified affecting cost, performance and schedules. 

Job Requirements

Security Clearance Requirement:

  • An Active DoD Secret Clearance is required for this position.

Required Knowledge, Skills, and Abilities:

Must have:

  • 3 plus years of relevant engineering experience. (6 years is desirable)
  • Excellent oral and electronic (email) communication skills.
  • Ability to review technical deliverables pertaining to all HM&E and C4ISR systems, including the ship’s structure, main propulsion, auxiliary, electrical generation and distribution, and damage control systems, as well as all electronics and communications systems to analyze and provide recommendations and input to the Government in these areas.
  • Bachelor of Science in Engineering Field
