Job Description

THOR Solutions, LLC (THOR) is seeking an experienced, energetic Technical Recruiter to support the full-spectrum recruiting requirements of a rapidly growing company. This individual will report directly to THOR’s Chief Operating Officer, and will work out of our Middletown, Rhode Island office. The ideal candidate is a self-starter, with proven success in rapidly identifying highly-qualified personnel for technical and professional support positions. THOR’s Technical Recruiter will engage with THOR’s leadership daily and be responsible for identifying, contacting, screening, recruiting, vetting, and hiring personnel to meet THOR’s strategic goals and objectives in support of clients and their mission requirements. This position requires integration across multiple components of the organization located across the country, including Program Managers, Division Managers, Human Resources, Contracts, the Chief Growth Officer, Chief Operating Officer, and Chief Financial Officer.

Essential Responsibilities:

  • This position will support both backfill/immediate growth and contingent recruiting requirements for both line operations and business development.
  • Proactively source, identify, screen, evaluate, and propose qualified candidates on time to THOR Hiring Managers for THOR’s DoD, federal civilian agency, and commercial clients and close both funded positions for active prime contracts and subcontracts in execution, as well as contingent hire personnel for requirements in capture and/or active bid and proposal.
  • Collaborate with THOR leadership to develop short, mid, and long-term strategic recruiting campaigns in support of corporate captures. This position will have a direct impact on positioning THOR to have a distinct competitive advantage in key personnel and non-key personnel for each capture and bid and proposal. Establishing strong professional rapport and demonstrating an ability to close positions on time and on cost is critical to succeeding – and growing – in this position.
  • Work with Hiring Managers to obtain tailored position descriptions and baseline search parameters and search strategy for each requirement.
  • Maintain required candidate information to ensure compliance with statutory and regulatory requirements within THOR’s Applicant Tracking System.
  • Develop and provide standardized daily recruiting results and metrics.
  • Represent THOR at career fairs, professional conferences, and other events.
  • Review online applications, evaluate qualifications of both internal and external candidates, conduct prescreen interviews to analyze candidate experience, fit, availability, interest level, salary requirements, and present candidates with specific mapping of qualifications against position requirements demonstrating recruiting’s recommendation of whether the candidate is or is not qualified for the position.
  • Aggressively utilize the company’s recruiting resources and tools to find passive candidates and effectively market the company, its benefits, and the opportunities of working with THOR.
  • Provide Hiring Managers with multiple qualified candidates on cost and on schedule for each position, enabling a best value down selection.
  • Manage communications between candidates and THOR to keep all necessary individuals informed and appraised of the status of each recruitment action.
  • Negotiate offers with selected candidates, engage HR to prepare offer letters for signature, and provide copies of documentation as required.
  • Ensure down-selected finalist is accurately informed of benefits in coordination with HR.
  • Obtain proposal documentation from candidates such as signed offer acceptance documentation, verification of educational and experience information; and obtain required resumes in pre-determined format to ensure all documentation is compliant with corporate requirements and is complete and accurate.
  • Serve as point of contact for all personnel after proposal submission and until a source selection decision and associated win/loss notice and funding plan information is available.
  • Post positions and source opening on internal and external recruiting sites to identify and attract quality, cost-competitive candidates recruiter networks, job sites, and use of company social media (LinkedIn / Facebook /Twitter).
  • Support senior leadership in continuous improvement of the recruiting process and associated sub-processes from candidate identification through sourcing, screening, interviewing, offer letter preparation/release, onboarding, and retention.

Security Clearance Requirement:

  • A security clearance is not required for this position.

Required Knowledge, Skills, Abilities, & Experience:

  • A minimum of 4 years of technical recruiting experience is required, preferably in support of DoD and/or Federal Civilian Agency.
  • A Bachelor’s degree in Business, Human Resources, Communications or another related field is preferred. A lesser degree, plus additional years of directly-related experience, may be considered.
  • Must be comfortable with working in an aggressive, fast paced, and dynamic environment while supporting multiple corporate-level requirements and hard-stop deadlines.
  • Must have experience utilizing common recruiting tools and systems, such as LinkedIn, Indeed, Career Builder, or Clearance Jobs.
  • Must have proficiency with MS Office Suite (Outlook, Word, Excel, PowerPoint)
  • Must have effective written and oral communication skills.
  • Must have strong problem solving, decision making, networking and negotiation skills.
  • Must be able to travel periodically to career fairs or THOR office locations across the country. Anticipated travel requirement is less than 10%.
