Job Description

In support of the USCG National Security Cutter Program Management Office, we are seeking a Test and Evaluation Analyst with a minimum of three years of T&E experience in a DOD or DHS major acquisition program.  Candidate must be resourceful, hardworking, detail oriented, and a self-starter interested in working within a multi-disciplinary team. Candidate will work on a high-visibility and mission critical aspects of this program and must be able to perform all functional duties independently. Professional integrity and attention to detail is a must.

  • Coordinate test schedules between the program, the shipbuilder, the product line, the test agent and the test authority
  • Maintain and track all testing events and update metrics to report on progress
  • Coordinate actions previously identified during testing events for issue resolution
  • Compare testing criteria provided by the shipbuilder or test agent against program testing documents and requirements and provide reports that identify the disparities and propose potential resolutions to maximize the testing process and minimize the cost associated with it
  • Develop reports detailing verification and validation of requirements, discrepancies noted during the test and identify areas of deficiencies in meeting defined requirements based on observations and findings identified for all developmental and operational testing conducted in support of T&E
  • Review all test reports from external entities supporting test events and update the specific Surface Program Test Reports accordingly
  • Update the Requirements Traceability Matrix (RTM) and Verification Cross-Reference Matrix (VCRM) by reviewing all associated test report documentation to assess alignment with programmatic requirements on a monthly basis and identify the areas where additional testing is required
  • Assist in transitioning and maintaining requirements data currently residing in spreadsheets to an IBM Rational DOORS® database
  • Identify all T&E associated risks and provide input for risk resolution to the RMB

Job Requirements

Security Clearance Requirement

Must currently have an active SECRET clearance.

Required Knowledge, Skills, Abilities, and Experience

  • A Bachelor's degree from an accredited university
  • Proficient with MS Word, Excel, PowerPoint, Share Point and MS Outlook other software/tools provided on the Coast Guard Standard Workstation and provided for a specific position
  • A minimum of at least one (1) year demonstrated experience supporting a major system acquisition program (DHS/USCG Level I, DoD ACAT I or equivalent)
  • A minimum of at least one (1) year demonstrated experience with shipbuilding acquisitions

Required Certifications

IBM DOORS Certification is desired.

Travel Requirement

Travel approximately 3-4 weeks annually to other USCG commands or major cutter homeports locatad in areas such as Alameda, CA, Charlston, SC, or Honolulu, HI.
