Job Description

Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) is the designated In-Service Engineering Agent (ISEA) for Underway Replenishment. The UNREP Division (S60) is tasked with providing conceptual design, development, in-service engineering, logistics, and lifecycle support for UNREP systems.

UNREP is a method by which fuel, potable water, munitions, provisions, and spare parts are transferred between two ships while underway. UNREP today is conducted using tensioned wire ropes attached at each ship and this type of UNREP is known as the Standard Tensioned Replenishment Alongside Method (STREAM). The current UNREP system, used throughout the fleet to transfer fuel and solid cargo, is known as the Navy Standard STREAM system. The new UNREP systems, currently under development, are known as Electric-STREAM (E-STREAM), which consists of a Heavy Replenishment-At-Sea (H-RAS) system, a standard capability Replenishment-At-Sea (RAS) system, and a Fueling-At-Sea (FAS) system.

  • To further support the NSCW PHD, THOR has an opening for an Engineering Technician IV.  In support of NSWC PHD this position will execute and manage the following tasks required to provide engineering and technical support in studying, analyzing, and evaluating UNREP systems and designs for NSWC PHD:
  • Consult UNREP engineers during research and development of unique rearming and refueling equipment/system concept or modification tests and demonstrations. Practice problem identification and resolution, instruction, developing technical briefings, installation procedures, and developing technical information/advice relative to the specific equipment.
  • Apply technical knowledge toward the editing of UNREP publications. Maintain knowledge on all aspects of design and configuration of UNREP systems. Use knowledge to support configuration management, design packages, and logistics.
  • Serves as project leader/ships’ Manager. Use project management skills to define, plan and execute projects.  Develop plans to resolve unique problems and communicate the plan to higher authority and lower level engineering/technical personnel.
  • Evaluate engineering performance of UNREP equipment associated with equipment to determine hardware reliability operation, performance and/or maintainability problems. Also evaluate proposed design changes, advanced development changes or system improvements which were not specifically identified as problems, but could result in changes to the system. Utilize information and reports from ECPs, SHIPALTs, change orders, or other associated documentation in evaluations.
  • Prepare, reviews, and/or modifies/updates technical documentation such as specifications, test requirements, test plans, production drawings, technical manuals, etc relative to all phases of UNREP lifecycle support.
  • Develop safety, effectiveness, and affordability engineering metrics to evaluate complex Fleet UNREP issues. Use information reported in messages, or CASREPs to develope solutions and evaluate the corrective actions. Generate reports and communicate written or orally to program sponsor, program review, or other appropriate meetings/activity.
  • Participate in first article tests and determine suitable replacements for obsolete hardware.  Use knowledge gained to provide technical guidance for UNREP procurement actions. 

Job Requirements

Required Knowledge and Skills

  • Must have an active SECRET clearance.
  • Must possess and apply technical knowledge of mechanical engineering as applied to underway replenishment systems.
  • Knowledge of underway replenishment system operation and associated shipboard equipment.
  • Ability to perform analyses and calculations required to fully allow disassembly, modification, reassembly, and testing of specialized UNREP equipment with unique requirements and critical performance criteria.
  • Working knowledge of the relationships between Fleet and shore commands as related to UNREP systems.
  • Understanding of UNREP Procedures in NTTP 4.01-4 and ATP-16.
  • Ability to develop, and present proposals, schedules and project plans.  Ability to analyze designs against requirements and specifications.
